Accountability Documents

As a Crown Entity, the XRB is subject to the accountability requirements of the Public Finance Act 1989 and the Crown Entities Act 2004.

The XRB’s primary documents of accountability are outlined below.

Statement of Intent (SOI)

The SOI is the XRB’s main ex-ante accountability document. Prepared annually in accordance with the requirements of the Crown Entities Act 2004, the SOI specifies the XRB’s forecast performance for the forthcoming financial year, and the following two years.

The SOI outlines the XRB’s strategic objectives for the period, its outcome goals, forecast outputs to be delivered (including the performance measures relating thereto), and the forecast financial statements and the assumptions on which they are based.

The forecast financial statements are prepared in accordance with generally accepted accounting practice in New Zealand.

Output Agreement

The Output Agreement supplements the SOI. It is an agreement between the XRB and the responsible Minister (the Minister of Commerce) that specifies the outputs to be delivered in the financial year. The Agreement enables the Minister to monitor and hold the board accountable for its performance.

The Output Agreement sets out the understanding of the Minister and the XRB on:

  • The outputs to be supplied by the XRB;
  • The quantity, quality, timeliness and costs of those outputs;
  • The level of funding the Minister will provide to the XRB, and the level of third party funding (if any);
  • The ways in which the Minister will monitor the XRB’s performance in the delivery of those outputs; and
  • Other matters relevant to the relationship between the Minister and the XRB.

Annual Report

The annual report is the XRB’s main ex-post accountability document. Prepared annually in accordance with the requirements of the Crown Entities Act 2004, the annual report outlines the XRB’s performance for the year compared to that specified in the SOI for that year.

The annual report includes a summary of activities for the year, consideration of the XRB’s strategic objectives and outcome goals for the period, a statement of service performance reporting on outputs delivered (including the performance measures), and financial statements prepared in accordance with generally accepted accounting practice in New Zealand.
