IPSASB Exposure Draft 54 Recommended Practice Guideline on Reporting Service Performance Information

The International Public Sector Accounting Standards Board (IPSASB) has published Exposure Draft 54, Recommended Practice Guideline Reporting Service Performance Information (ED 54).  ED 54 provides guidelines on reporting service performance information.  The RPG is not mandatory but the IPSASB considers that it represents good practice.

ED 54 provides principles applicable to the presentation of service performance information and definitions that aim to establish a standardised service performance information terminology.  ED 54 also provides guidance on the selection of performance indicators having regard to an entity’s service performance objectives, disclosures about the basis of the reported information, and service performance related narrative discussion and analysis.

The NZASB is currently drafting a standard on service performance reporting that will be applicable for all Tier 1 and Tier 2 public benefit entities and will have regard to the principles in ED 54 during that process.

Comments on ED 54 can be made to the New Zealand Accounting Standards Board (NZASB) addressed to the Chief Executive, External Reporting Board, PO Box 11250, Manners Street Central, Wellington 6142, or by email to submissions@xrb.govt.nz. Comments can address any or all of the issues in the exposure draft.  Comments can also be made electronically to the IPSASB website (www.ifac.org), using the “Submit a Comment” link on the Exposure Drafts and Consultation Papers page.

Comments are due to the NZASB by 24 April 2014 and to the IPSASB by 31 May 2014.
