Amendments to IPSAS 22

The International Public Sector Accounting Standards Board (IPSASB) published for comment the Exposure Draft ED 94 Linkages Between IPSAS Standards and the Government Finance Statistics Manual 2014 (Amendments to IPSAS 22).

The Exposure Draft proposes to add non-authoritative guidance to IPSAS 22 Disclosure of Financial Information About the General Government Sector.

IPSAS 22 applies to governments that elect to include information about the ‘general government sector’ – a concept used in statistical reporting – in their consolidated financial statements. For governments that elect to do so, the proposed guidance aims to assist with the preparation of disclosures under IPSAS 22, and with using IPSAS-based accounting data for statistical reporting purposes – by clarifying the similarities and differences between IPSAS Standards and the International Monetary Fund’s Government Finance Statistics Manual 2014.

In New Zealand, the PBE Standards suite includes PBE IPSAS 22, which is based on IPSAS 22. The scope of PBE IPSAS 22 is limited to the New Zealand Government, and the standard’s requirements are currently not applicable. Thus, PBE IPSAS 22 is currently not applied in New Zealand. Nevertheless, we are giving stakeholders the opportunity to comment on the IPSASB’s proposed amendments to IPSAS 22. We will consult separately before amending PBE IPSAS 22 in New Zealand.
