The New Zealand Accounting Standards Board (NZASB) has delegated authority from the XRB Board to develop and issue New Zealand's accounting standards. The NZASB is a committee of the XRB Board established under Schedule 5 of the Crown Entities Act.
The Accounting Standards Board has up to 10 members with a focus on diversity of experience and perspective. Members of the Accounting Standards Board are appointed by the XRB and are all part time. They are remunerated in accordance with rates determined by the Remuneration Authority.

Carolyn is an Adjunct Professor at the School of Accounting and Commercial Law at Victoria University of Wellington. Carolyn has undertaken commissioned research projects in not-for-profit reporting and public sector audit, published internationally, and is an editor and on the editorial board of several academic journals. As well as being a member of the Australian Accounting Standards Board, Carolyn is an Executive member of the International Society of Third Sector Research. She is a Fellow of Chartered Accountants Australia and New Zealand and a Fellow of CPA Australia.
Sheree joins the XRB with over twenty years’ experience spanning accounting, tax, audit and corporate governance. Sheree has held several Chief Financial Officer appointments from PSGE, manufacturing and dairy industries. Sheree is a Fellow Chartered Accountant of the Chartered Accountants Australia and New Zealand, a Fellow Certified Practicing Accountant (CPA) of Australia and a Chartered Governance Professional of the Chartered Governance Institute of New Zealand.
Sheree is passionate about reporting, tax and governance and brings with her a significant understanding of Te Ao Māori and strong connections with Māori business, Marae and Iwi. She holds a number of governance and advisory roles including with; Wintec council as Chair, Tuu Aatea Limited as Director, Te Nehenehenui, Te Whakakitenga o Waikato and the Mangarapa Trust. She is also a member for the Inland Revenue’s Tax and Social Policy Māori Reference Group. Sheree has several years mentoring accounting and governance professional from University students to Chartered/Certified attainment.
Bede is the General Manager of Finance, Risk and Performance/CFO at Christchurch City Council, and former Chief Executive of the Timaru and Waimate District Councils. He brings a wealth of experience as a local government leader.
Bede is a member of Chartered Accountants Australia New Zealand, and has worked in both the public and private sectors in this capacity. He has been admitted as a Barrister and Solicitor of the High Court of New Zealand and is a seasoned executive leader with a strong track record in complex environments.
David Pacey is the National Technical Partner at Grant Thornton New Zealand. He has over 25 years’ experience in financial reporting and assurance, including eight years working in London with global banking and insurance clients.
David specialises in supporting mid-market entities across the for-profit, for-purpose, and governmental sectors, and provides technical accounting guidance across the Grant Thornton international network on accounting matters in the insurance and financial services industries. He previously served as a member of the Technical Reference Group of the NZASB, contributing to the development and interpretation of New Zealand accounting standards.
Keith Kendall is the Chair of the Australian Accounting Standards Board (AASB).
Prior to his appointment, Keith was a Partner at Rigby Cooke Lawyers, a Victorian barrister, and a Senior Lecturer at La Trobe University. Keith's experience across law, academia, accounting, and government (as a member of the Administrative Appeals Tribunal), allows him to bring a well-rounded perspective to projects. Keith is also a Fellow of CPA Australia, a member of CAANZ and serves on the Financial Reporting Council (Australia).
Lara is a partner with EY, leading New Zealand’s IFRS Professional Practice team. She has over 20 years’ experience supporting clients and EY partners and staff in the application of accounting standards to complex transactions. Lara supports a mix of clients, ranging from listed corporates to public sector entities, across a range of industries. Lara previously worked at the International Accounting Standards Board and more recently has represented EY on the Technical Reference Group of the NZASB.
Nicky is currently the Deputy Director-General Finance, Commercial and Property (which includes the role of CFO), and a member of the senior leadership team for both the Government Communications Security Bureau (GCSB) and the New Zealand Security and Intelligence Service (NZSIS). Nicky’s career spans both private and public sectors. Her public sector experience includes roles at the Treasury and the Ministry of Business, Innovation and Employment, before taking up her current position at the GCSB and NZSIS in 2022. She is a Fellow of Chartered Accountants Australia and New Zealand.
Richard is an experienced executive and director with over 25 year’s experience in senior roles. He has previously held senior finance and executive roles at the Reserve Bank of New Zealand, Landcorp Farming Ltd and Callaghan Innovation and has been a Technical Advisor to the International Monetary Fund.
In 2020 he founded Waimatai Group which provides strategic and financial advice (including virtual CFO services) to clients across the start-up and technology sectors. Richard's clients include Rocket Lab, BioLumic, CarbonCrop, Nonsuch and Pushpay.
Richard is the Chief Financial Officer and Company Secretary for Steel & Tube Holdings Limited and is responsible for finance, taxation, treasury functions and sustainability (including Climate-related Disclosures) as well as oversight of the legal and property teams.
Richard was a member of the Financial Reporting Standards Board of the then New Zealand Institute of Chartered Accountants between 2006 and 2009 and a member of the External Reporting Advisory Panel (XRAP) until appointed to the NZASB in September 2017.
Develop and issue accounting standards to support the existing financial reporting strategy, including the multi-standards, multi-tier accounting standards framework.
Influence the work of the international standard-setting boards, especially for projects of importance to New Zealand.
Ensuring standards are developed in a collaborative manner.
Undertaking research into the financial and non-financial information needs of users of general purpose financial reports (GPFR).
The Technical Reference Group (TRG) was established in 2014 to provide a forum for the New Zealand Accounting Standards Board (NZASB) to consult on technical accounting issues.
