Dawn Bowden leads the corporate services team that supports and enables the organisation’s people, systems, and financial operations.

Dawn is an experienced senior leader with a strong background across the public and private sectors in New Zealand and the United Kingdom. Prior to joining the XRB, she spent six years at the Ministry of Business, Innovation and Employment, where she held several senior roles including General Manager Financial Control and Head of People Services. Through these roles, she developed extensive experience in financial management, workforce leadership, and organisational stewardship

Dawn is committed to building people‑centred organisations that deliver outcomes efficiently and effectively, and to ensuring the XRB is well supported to fulfil its statutory role.

Dawn is a Chartered Accountant.
